Waste Management
Waste management legislation in Bulgaria has undergone constant changes in recent years in order to bring it into line with European legislation. This requires companies to develop their activities so as to meet increasingly ambitious targets and requirements and, on the other hand, calls for greater transparency and stricter control over waste management activities. A number of reporting obligations have been introduced to ensure the most complete information possible on the path of waste from generation to recovery or disposal.
Fortis Visio offers full support in organising and managing waste management activities.
Permitting regimes
All companies wishing to carry out the collection, transport and treatment of waste are subject to the issuance of a permit or a registration document. The applications to be submitted to the competent authorities differ depending on the activities to be carried out. We prepare the following documents:
- Applications for the issuance, amendment and/or supplementation, as well as termination, of a permit for waste treatment activities;
- Applications for registration and issuance of a registration document, for amendment and/or supplementation, as well as for termination, of a registration document for waste collection and transport activities;
- Applications for registration and issuance of a registration document, for amendment and/or supplementation, as well as for termination, of a registration document for waste treatment activities;
- Applications for the issuance, amendment and/or supplementation, as well as extension, of a permit for a recovery organisation for widespread waste streams;
- Applications for the issuance, amendment and/or supplementation, as well as extension, of a permit for individual fulfilment of the obligations for separate collection, reuse, recycling and/or recovery of widespread waste streams;
- Applications for entry in, updating of data in, and removal from the register of persons carrying out activities as waste dealers or brokers;
- Documents for transboundary shipments of waste under the general information requirements and under the procedure of prior written notification and consent pursuant to Regulation (EC) No 1013/2006 on shipments of waste.
Reporting
The obligations to submit information to the competent authorities (Regional Inspectorate of Environment and Water – RIEW, Executive Environment Agency – ExEA) apply to all companies carrying out waste management activities, including companies that generate hazardous and/or industrial waste as a result of their operations. Such obligations apply, for example, to car repair shops, vehicle dismantling facilities, scrap and recyclables collection points, electrical and electronic equipment repair shops, manufacturing plants, grocery stores, catering establishments and others. Reporting requires documenting the quantities and types of waste, as well as the activities carried out with them. The information is periodically submitted to the competent authorities.
- Registration in the National Waste Information System (NWIS), maintained by the Executive Environment Agency (ExEA), using a qualified electronic signature (QES);
- Preparation and submission of waste record books to the RIEW for certification;
- Preparation of waste classification worksheets and their submission to the RIEW for approval;
- Preparation of identification documents for the transport of hazardous waste;
- Preparation of annual waste reports;
- Preparation of quarterly statements to the Executive Environment Agency (ExEA) on products placed on the market which, after use, become widespread waste (end-of-life vehicles, waste electrical and electronic equipment, end-of-life tyres, packaging waste, waste batteries and accumulators, waste oils and waste petroleum products);
- Preparation of construction waste management plans;
- Preparation of reports on the implementation of construction waste management plans;
- Preparation of transport logs for construction waste during construction and installation works and demolition activities;
- Preparation of sampling plans for waste testing for the purpose of basic characterisation;
- Preparation of basic characterisation reports for waste intended for disposal by landfilling;
- Development of a factory production control system for the recycling of construction waste, in accordance with the activities carried out on site and the declared technical specifications (BDS, BDS EN, Bulgarian Technical Assessments) under which the construction products are manufactured.
Waste trading
Waste management legislation requires waste producers and waste holders either to treat waste themselves, if they hold a permit for the relevant activity, or to hand it over for subsequent collection, transport and treatment to persons authorised to carry out these activities. Fortis Visio is entered under No. 715 in the public register of persons carrying out activities as a waste dealer and/or broker under the Waste Management Act. Through our registration as a dealer, after concluding a contract for the transfer of ownership of the waste, we can find the right solution for your waste and organise its lawful transport and handover to persons who will carry out its final recovery or disposal.
